It takes time to ban people, even with the proof handed to them. Every game I have ever played (ex. Diablo2, Halo2 live) and it can take weeks for the ban to go into effect.
In diablo2, months would go by before hackers were banned, and these were for VERY obvious hacks.
Just give it time.

We had a bunch of people who were so bad, it made me wince. And you could tell, from the logs, that a lot of players were very offended by what was going on (as they should be!).
At the same time that I was reviewing the screenshot and email, the Support Team was also checking out the matter. From our reviews, 11 accounts were actioned. That's right: In one district, in a period that spanned fewer than 30 minutes, eleven (11!) people crossed the line and suffered the consequences with account blocks and, in one case, a very probable account ban.
Please know that we may not be everywhere, at any given time. But know that we are around, and we'll act if we see something bad going on. Know that we will take your reports seriously, for you can be our eyes and ears to the larger game world. And it is in all our best interests -- gamer, developer, publisher -- to make Guild Wars the best possible place to play.
So if you see bad behavior, send us a report. It's easy to remember: support.guildwars.com. The game world hosts players from all over the globe, and not all are 100% nice and not all relationships are buttercups and rainbows. 'Sok, we're human beings, understood. Sometimes there is a little warmth to an exchange. Sometimes someone slips and says something a little mean. I guess I'd say that reports should be about degrees of misbehavior. Someone putting up a sales message in All Chat? Oh, let it go, it's not worth taking Support staff off of the really significant issues. Someone using a mildly offensive term? Well, personally I'd let it slide unless it was repeated. What I'm saying is that significant levels of abuse, swearing, antagonism, harassment, bad names, racism, and offensive sexual commentary should be reported.

Yeah I not only seen him , but he tried to scam me also. I log on at lunch time from work, so I have 45 minutes to sell some items from the night before. He's been doing that for at least 2 and a half months that I know of. I was selling an ecto for 7k at the time and he puts 7 gold. Like evryone else I just told him to go f himself and went back to work. He never got my ecto.
I thought it was an isolated incident.

Well guess why A-Net doesnt give a shit, it's because GW is no monthly fee game so not enough money for service - no service is no money back once you get scammed.
Start sending them donations monthly maybe they will care.
If that's gonna make you feel happier I played Lineage 2, and when my friend got scammed for a crappy sword he talked to a mod and got his sword back, but when my gf got scammed for a quite expensive weapon they didnt do shit. That scammer made her cry and if I ever put my hands on him or that mod...
I still remember scammers name after almost 2 years.
Anyway the point is, even MMORPGs with monthly fees and mods everywhere won't always give your stuff back.

Filters only go so far. You always get those who like to utilize infamous manuevers around filters like S P A C I N G, 1337 5p34k, and letter substitution. Not to mention various words that are considered highly offensive, many times slip past the filter.

I'm been scamed for the first time in 9 months, it's not that much only 500g,
the deal was 1k for yaks from ascolan and this dude makes a group, then 2 leave and I stay, he then add his friend and tell me that he does not have enogh time to run me so he's friend is going to run.
after the first zone out from ascolan, he asks for the 1k, I tell him that I pay when we get there, he stays and asks for some cash or he wont run, we make a deal for 250g now, 250g at piken, 250g at courthouse, 250g at yaks, he w8 for a min then accepts, he runs to piken, get the cash and leave me, thats 500g for a run from ascolan to piken o_O, he and his friend ignor me right away, so I make some screenshots and keep there name and every time I see them in ascolan I tell every 1 what they are doing, the funny part is now they have a enemy that wont leave them alone and has them in friends list so they can run but they cant hide and that for only 500g .

One of around 2 people that were smart enough to scam me was a Chinese Farmer. I went to ToA to buy ecto and he/she was there saying WTS: Ecto 7k so I go like "How many do you have?" and he/she says "3 ecto". I tell him/her that I want to buy it, he/she puts in 3 ecto and I put in 21k, accept, he/she declines. I automatically think that this person has 100k in inventory to i tell him/her to put the money in storage. The reply I get is "???" which is pretty common for these "Farmers". I was explaining him/her to do that and we got around 4 trades cancelled but then this person puts in 1 ecto and me, annoyed of explaining put in 21k, thinking that 3 ectos are there already after 5 cancelled trades and accept... 1 Glob of Ectoplasm for 21k... but I wasnt really disapointed. What is 21k after all?

This happens to me a few minutes ago, a guy steal me 70k.
He put a message saying that he sells a Victos Bulwark for 75k, I whisp and offer 70k, he says ok and say to i go to Storage.
When i arrive storage he offer me Victos Bulwark, i offer 70k and accept.
Then he says that has carrying much money and need to go deposit in Storage.
I wait...
When he come from storage he change bulwark for an shadow shield, and accepted.
And after put me in Ignore list!
When i put the message in chat window to inform the other players to take care, he goes off line!
Damn, 70k isnt easy to get!

The trade window scammers are annoying, but A-net prolly doesn't do much about them because you could have double checked each time the trade window opens. And I can't remember his name, but I totally remember coming across the ecto scammer guy once. The way I protect against the trade window scam is that I never give anyone the benifit of the doubt. If they cancel once I go on alert, if they cancel twice I start pming them angry things. 3 times I go all insane. If it turns out they weren't trying to scam and they were just making human mistakes, I'll just simply apologize :P When I'm buying things I also am in no rush as I scroll my mouse over the item I'm buying, wait for the info box to pop up, and take plenty of time staring at it before I hit accept.

Here's a simple trick I use to avoid scams... it has NEVER failed me:
Simply keep your cursor on their side of the trade window over the 1st square all the time, every time, from start to finish, until you actually press accept. Take your time and never rush - examine all of his items if more than one is involved. Since their item's stats are up all the time due to your cursor always floating over their goods, they can never pull an invisible switch, even if they cancel and restart the trade window.
Always treat the other trader as a stranger and keep him at arm's length. Yes, real-life friends are exceptions since you can pay him back with slashed tires, but that's a different issue altogether

I remember the first time i got scammed... sigh.. it was my first ever run from from Yak's Bend to Beacons. nobody wanted the run at the time except for 1 guy. so i thought "what the hell, he'll be my first customer". So i set out and ran all the way there and when we arrived he said "Thanks, i'll pay u later"... dang... i was stunned... my first customer and i got scammed... i've never ran anyone since...

New Scam----fake sapphires
While I was in ToA I saw someone posting "WTS sapphires", since im collecting them i thought that i would take a bite at the offer. I asked how many he had, he said 24. I offerd 72k for 15 he accepted. Now, on to the scam. When he put the gems into the window but upon puting my cursor over them it read "Heart of Ice" which have the exact same item skin as Sapphires. Now i believe this guy got scammed into buying these "sapphires" himself because he then proceeded to get extrememly pissed (could be a good actor, idk). So just be on the look out for people selling sapphires, the may be Hearts of Ice.

I'm also starting to find more 55-monks who ask for 50/50 ecto splits, only to run off with all the ecto should they happen to get all of them. This seems to be even more common with non-english-speaking monk farmers on US-servers

spider scam
there is a certain guild out there that takes ppl down to uw for spiders makes em pay b4 the spider is capped and kills it after they get the money so you cant gt your spider which btw i paid 25k for. ive reported to gw staff but they wont do anything so watch for these guys they do it all the time
